The Board issued a 165-page report titled "Alternative Instruments for Open Market and Discount Window Operations" (PDF) prepared by the Study Group on Alternative Instruments for System Operations. Anne Marie Gonczy and Edward Green of the Chicago Fed are members of the study group.

Supervisory Guidance on Lapse in Federal Flood Insurance Authority
The Board of Governors issued a press release conveying interagency guidance allowing banks and thrifts to make loans that are or will be secured by property located in a flood hazard area without flood insurance during the time the National Flood Insurance Program is not available.
