Board Seeks Comment on Proposed Interpretation of Anti-tying Restrictions and Amendment to Reg Y
In an August 25, 2003 press release, the Board requested public comment on a proposed interpretation of the anti-tying restrictions in section 106 of the Bank Holding Company Act and related supervisory guidance, as well as on a proposed exception under section 106 for financial subsidiaries of state nonmember banks.

Board Seeks Comment on Board Announces First in Series of Amendments to Reg CC Appendix A
In a press release dated August 28, the Board announced the first in a series of amendments to Appendix A of Regulation CC. These amendments, which will be implemented in stages throughout 2003 and 2004, were originally announced in an earlier press release, dated May 20, that detailed the restructuring of the Federal Reserve's check processing operations.

The amendments announced in the August 28 press release are effective November 1, 2003, and reflect the restructuring of the check processing operations in the Fourth District.
