Agencies Seek Comments on Amending Risk-Based Capital Standards
As detailed in a recent interagency press release, public comment is being sought on an interim final rule and a notice of proposed rulemaking to amend risk-based capital standards for the treatment of assets in asset-backed commercial paper. The treatment of certain securitizations with early amortization provisions would also be modified.

Treasury and IRS Issue Final Regulations for Split-Dollar Life Insurance Arrangements
The Treasury and IRS recently issued final regulations on the tax treatment of split-dollar life insurance arrangements. The regulations provide comprehensive tax rules for such arrangements entered into or materially modified after September 17, 2003.
