Maps of States in the Seventh Federal Reserve District

The Consumer and Community Affairs Department has prepared a series of maps to identify the ZIP codes (and communities) in the 7th District facing foreclosure challenges. The maps illustrate the situation in each of the five states, and separately depict information from six sources of data. The data sources are: First American CoreLogic LoanPerformance; LPS Applied Analytics; RealtyTrac; LISC; the Home Mortgage Disclosure Act; and the U.S. Postal Service. The purpose of these maps is to provide a basis for policymakers, lenders, nonprofit organizations and others to decide where to direct resources for foreclosure prevention and mitigation.

We use the first three datasets listed above to map information on foreclosures or foreclosure filings. We use the LISC data to map "needs scores," an indicator of risk created by LISC that is based on a composite of subprime lending, foreclosure, delinquency, and vacancy data. We use the HMDA data to map high cost loans, and the U.S. Postal Service data to show vacancy rates.

Each map color-codes the ZIP codes according to the percentile that each ZIP code falls into, depending on the percentile distribution in the state where the data is being mapped. For example, for a map that divides ZIP codes into quintiles, the ZIP codes in the 80th-100th percentile (the top quintile) are colored red; the ZIP codes in the lowest quintile (0-20th percentile) are colored blue. However, the corresponding data points at each percentile cut-off differ in each state, depending on the unique distribution of the data in each state. A map key on each state map indicates the percentile cut-off points in that state.
