January 24, 2013– On Friday, December, 28, 2012, a final notice was published in the Federal Register for the implementation of the mandatory Banking Organization Systemic Risk Report (FR Y-15). The FR Y-15 report is based on a global data collection developed by the Basel Committee on Banking Supervision. The report provides a consistent set of metrics with which to compare five dimensions of systemic risk: size, interconnectedness, substitutability, complexity, and cross-jurisdictional activity. During the comment period, the Federal Reserve Board received four comment letters and made several modifications to the proposal. As announced in the Federal Register Notice, the Federal Reserve will limit the FR Y-15 reporting panel for the December 31, 2012, as-of-date to the eight U.S. top-tier BHCs that were designated as global systemically important banks(G-SIBs) by the Financial Stability Board on November 1, 2012. The final reporting forms and instructions have been posted to the Federal Reserve Board’s public website http://federalreserve.gov/apps/reportforms/default.aspx.
Additionally, on January 11, 2013, the Board granted final approval of the proposed addition of Schedule HI-C, Disaggregated Data on the Allowance for Loan and Lease Losses (ALLL), to the FR Y-9C, effective March 31, 2013. The Board will implement the proposed Schedule HI-C with several modifications, as discussed in the final Federal Register. In addition, the Board has decided not to pursue implementation of the proposed Schedule HC-U, Loan Origination Activity (in Domestic Offices), at this time on the FR Y-9C. The final reporting forms and instructions will be posted on the Federal Reserve Board’s public website towards the end of March.
November 2, 2012– As authorized under the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 and pursuant to Regulation LL, the Federal Reserve will expand the entities that must submit structure reports to include Savings and Loan Holding Companies (SLHCs). These reports are the Report of Changes in Organizational Structure (FR Y-10) effective December 1, 2012, the Annual Report of Holding Companies (FR Y-6), and the Annual Report of Foreign Banking Organizations (FR Y-7). The reporting on the FR Y-6 and FR Y-7 is effective for those entities with fiscal year ends beginning December 31, 2012. In addition, SLHCs must provide a one-time verification with respect to nonbank subsidiaries that meet the quarterly FR Y-11 or FR 2314 reporting criteria.
The final reporting changes for the FR Y-10, FR Y-6, and FR Y-7 and the one-time verification were announced in the Federal Register on September 14, 2012, (77 FR 56842). The final reporting forms and instructions for these reports have been posted to the Federal Reserve Board’s public website located under Savings and Loan Holding Company Reporting Forms http://www.federalreserve.gov/reportforms/slhc/otsforms.cfm.
April 9, 2012–The Federal Reserve Board on Thursday announced the approval of a final rule to simplify the administration of reserve requirements and reduce administrative and operational costs for depository institutions and Federal Reserve Banks. The rule does not affect the stance of monetary policy.
