Jeffrey A. Joerres is chairman and chief executive officer (CEO) of ManpowerGroup. Having joined the organization in 1993, Joerres served as vice president of marketing and senior vice president of European operations and global account management. In 1999, he was named president and CEO, and in 2001 chairman of the board.

Joerres has led a transformation of ManpowerGroup's business strategy, adding new business lines that have expanded the company's ability to assist clients and candidates in navigating the changing world of work. He leads ManpowerGroup's provision of innovative workforce solutions to companies of all sizes worldwide, allowing them to meet their business objectives. Joerres is a true thought leader within his industry, and has advised domestic and foreign governments about how to transform their labor markets to compete in the global economy. In 2010, Joerres testified at a hearing of the U.S. Congress Joint Economic Committee focused on policies to foster economic growth, recommending solutions to drive job creation.

Under Joerres' tenure, ManpowerGroup has experienced rapid growth, expanding the footprint of the organization to 3,900 offices across 80 countries and territories. His strong leadership ensured that Manpower weathered the economic storm of 2008-2009 admirably, and enabled the organization to leverage its strengths to take advantage of the moves the company made during the downturn. ManpowerGroup has climbed the ranks of the Fortune 500 American companies list, moving from 183 to 138 in 2011. Under Joerres, ManpowerGroup was Named the number 1 Most Admired Company in the Temporary Help industry in 2011 by Fortune magazine — the ninth consecutive year that Manpower has been named to this list. In addition, ManpowerGroup was the only company in the industry to be named to the Ethisphere Institute's list of the World's Most Ethical Companies the same year and was also named to the FTSE4Good Index, for companies that demonstrate socially responsible business practices globally, for the fourth year running.

In 2010 Joerres was named as the most powerful person in staffing by Staffing Industry Review magazine and to Institutional Investor magazine's list of the best CEOs in America for the seventh time, the top-performing sell-side CEO in the business, education and professional sector. Outside of the company, Joerres serves on the board of trustees for the Committee for Economic Development (CED), and is chair of the Future Workforce Committee of the Greater Milwaukee Committee. In addition to the Manpower Inc.board, Joerres is chair of the board of directors of the Federal Reserve Bank of Chicago and a member of the board of directors of  Johnson Controls and the U.S. Council for International Business (USCIB).

Joerres was the 2010 co-chair at the World Economic Forum on Europe meeting, as well as the  keynote speaker at the World Human Resources Congress in 2000, 2004 and 2006. In 2010, Joerres made a keynote address to Staffing World 2010, where he explained that the staffing industry can help clients reconsider their models, optimize their talent, and adapt to change as access to human capital becomes the key competitive differentiator. He was also a featured panelist at the Ernst & Young Strategic Growth Forum 2010, the 2010 World Human Resources Congress, the Future of Work Symposium and the Economist's Ideas Economy: Human Potential event which explored the power of humans in the business world of the future.

Prior to joining Manpower, Joerres held the position of vice president of sales and marketing for ARI Network Services, a high-tech electronic data interchange company. He has also held several management positions within IBM. Joerres has a bachelor's degree from Marquette University's College of Business Administration.
