An In-Depth View of the Inflation Reduction Act's Clean Vehicle Credits
Do you have your eye on a new electric, plug-in, or fuel cell vehicle but wonder if you will qualify for a federal clean vehicle credit? Are you a dealer who wants to know how you will determine if your customer qualifies for a federal incentive? Or perhaps you are an industry stakeholder trying to figure out how critical minerals and battery component contents will be counted. While the U.S. Department of the Treasury released preliminary guidance on the Inflation Reduction Act’s (IRA) clean vehicle credits at the end of December, it needed additional time to develop an implementation plan. New and more detailed guidance is expected from the Treasury in March 2023.
The Federal Reserve Bank of Chicago on April 6, 2023, hosted a webinar featuring three top experts who provided a timely update on the IRA clean vehicle credits. The discussion included how industry, dealers, and unionized workers view the latest information and got answers to some of their most pressing questions.

Koblenz is the National Automobile Dealers Association's (NADA) executive vice president of legal and regulatory affairs, representing NADA and dealer interests before federal agencies, and its general counsel. He supervises a staff of attorneys who specialize in franchise and state law, corporate law, and federal regulatory affairs. Prior to his current position, Koblenz was NADA’s vice president of industry affairs from June 2001 to February 2006, where he directed the activities of NADA's Industry Relations and Industry Analysis Departments, as well as the association's American Truck Dealers (ATD) Division.

Before joining the Alliance for Automotive Innovation, Schwietert was the interim president and CEO of the Alliance for Automobile Manufacturers. Prior to joining the Auto Alliance in 2015, Schwietert worked in the U.S. Senate for over 15 years and held various policy positions, including staff director of the U.S. Senate Committee on Commerce, Science, and Transportation.

Kristin Dziczek is a policy advisor in the Federal Reserve Bank of Chicago’s Research, Policy and Public Engagement Division. Her research focuses on the economic impacts of the transition to low-carbon and automated transportation.
Dziczek served as the senior vice president of research at the nonprofit Center for Automotive Research (CAR) from 2005 to 2022. Before that she was the associate director of the Michigan Manufacturing Technology Center and worked for the U.S. Congress, International Union UAW, and General Motors Corporation.
Dziczek received her BA, MPP, and MS, all from the University of Michigan.
