Senior Vice President, Supervision and Regulation

Cathy Langlois is senior vice president in the National Programs, Policy & Risk (NPPR) division within the Supervision & Regulation department. In this role, she oversees the operations of the division, which consist of providing leadership and support to System supervisory efforts as well as local identification, analysis, and communication of banking/financial industry risks. NPPR houses resources for national programs, including the Wholesale Credit Risk Center and Shared National Credit Reserve Bank Partner program. In addition, NPPR supports the Federal Reserve Bank of Chicago’s contributions to the LISCC and DFAST supervisory modeling national programs. NPPR also provides risk and resiliency support to the Chicago Fed more broadly, collaborating with other departments to provide supervisory input to the pre-FOMC process, Federal Advisory Committee research, and policy briefing assistance to financial stability issues. Langlois is a member of the LISCC Operating Committee and various other oversight committees within the LISCC portfolio. In addition, she is the co-chair of the SupTech Steering Committee, which promotes and governs innovation within the supervision business line across the System.

Prior to this, Langlois was a vice president in the Large and Foreign Bank Organization (LFBO) division. In this role, she oversaw risk teams with responsibility for district oversight of asset wealth management, market and liquidity, and governance and controls, including operational and IT, BSA/AML, data, controls & fraud, and corporate governance. She served in this role since April 2017 and was a member of the LFBO Management Group and its various subcommittees, including the Liquidity Oversight Group, the Capital Oversight Group, the Resolution Plan Oversight Group, and the Coordinated Review Oversight Group, for which she was the co-chair.

Prior to that, Langlois was vice president in the Large, Regional, and Specialized Institutions division where she was responsible for developing and implementing operational and supervisory efficiencies.

Langlois previously served as assistant vice president of the Talent Management group. In this role, she was responsible for oversight of business operations (performance management, compensation, employee relations, onboarding/offboarding, space planning, succession planning, business continuity), training and development, and department communications.

Langlois also held several roles in the Large Bank Supervision and Risk Specialist divisions within Supervision & Regulation, including serving as a central point of contact for large and regional firms. Prior to joining the Federal Reserve Bank of Chicago in 2003, Langlois worked in international tax and transfer pricing consulting for PricewaterhouseCoopers for six years. She started her career with the Federal Reserve Bank of Boston in 1994 in the Supervision and Regulation department as an examiner.

Langlois holds an M.A. in international economics and finance from Brandeis University and a B.A. in French and economics from the University of Illinois.
