In this special issue of Economic Perspectives, selected papers are presented based on the conference, Payments Fraud: Perception versus Reality, hosted by the Federal Reserve Bank of Chicago on June 5–6, 2008. The conference brought together decision-makers from the banking, payments, legal, regulatory and merchant communities for a wide-ranging discussion of the threats to the security of the payments system and how those threats might best be addressed.
