State and local policymakers in the Midwest have eased up in their pursuit of the socalled "high-tech" industries, such as telecommunications, semiconductors, computing equipment, aerospace, and instruments. In part, this change of emphasis reflects the fact that high-tech industry growth has leveled off following the spurt of the late 1970s and early 1980s.
