Can alternative forms of governance help metropolitan areas?

There is growing interest in creating regional governments to guide metropolitan-area growth more efficiently. This article reviews the evidence in favor of regional governance and discusses the experiences of the three midwestern metropolitan areas that have used differing forms of it to help define their growth.
